Professionals and companies in the audiovisual sector that carry out their activity in Castilla y León can access different aids and subsidies organized by regional, state and European entities aimed at stimulating audiovisual creation and production.

Their objective is to support the production and promotion, distribution and national and international dissemination of works linked to the Community of Castilla y León.

Provincial calls for proposals

The Instituto Leónes de Cultura (ILC) is an autonomous body of the Provincial Council of León, founded in 1994 in order to bring together, expand and rationalize all the cultural activities of this provincial administration.

The Call for Audiovisual Projects is an aid for the pre-production, production, recording, post-production or dissemination of audiovisual projects related to the province of León, whether documentaries or fiction films in terms of genre; unit productions or series in terms of typology, or short films, medium-length films or feature films in terms of length. The aid may be used to cover any of the production phases of the audiovisual creations benefitting from it.

Open Call for audiovisual productions organized by the Valladolid City Council, through the Valladolid City of Film – Department of Culture and Tourism; the city’s International Film Week (Seminci) – Municipal Culture Foundation, the Valladolid Film Commission – Joint Society for the Promotion of Tourism and the Audiovisual Platform of Castilla y León.

Government and Spain – Ministries

The Institute of Cinematography and Audiovisual Arts (ICAA) is an autonomous body attached to the Ministry of Culture and Sports that plans support policies for the film sector and audiovisual production. Currently, it has the following types of aid:

  • • Production Grants: intended for financing the production costs of cinematographic films. There are 4 different lines of production aid:
    • General: advance aid to production companies to finance the cost of producing feature film projects through the application of objective criteria.
    • Selective: aid to independent production companies for projects that have special cinematographic, cultural or social value, are documentary or experimental in nature or incorporate new filmmakers. These aids will be granted following a report from the collegiate body.
    • Short Film Project: aid to independent producers for the production of short film projects that will be granted following a report from the collegiate body.
    • Finished Short Film: aid to independent production companies for the production of short films that will be granted following a report from the collegiate body.
  • Distribution Grants: aid to independent distributors to promote the distribution of feature-length films and groups of short, community and Latin American films in cinema exhibition halls.
  • Aid for the international distribution of Spanish cinematographic films: These aids, financed with Next Generation funds from the European Union, have the objective of promoting the marketing of Spanish films abroad, as a way to achieve greater internationalization of our film industry. The aid is directed to independent international sales agencies, subsidizing expenses directly related to the international promotion of the film, with the aim of promoting its distribution and sale to other countries.
  • Aid for the organization of festivals: aid for the organization of prestigious film festivals and competitions held in Spain.
  • Aid for the participation of Spanish works in international events: financed with Next Generation funds from the European Union, they are intended to support the participation of Spanish audiovisual works, completed or in project, in festivals, award ceremonies, markets, platforms co-production, business forums, project laboratories or residencies, to contribute to the internationalization of the Spanish audiovisual industry and content.
  • Aid for participation in festivals: aid to production companies aimed at supporting the participation of Spanish films in prestigious international festivals, in order to contribute to the dissemination of the cultural and artistic values of Spanish cinema, subsidizing participation costs. and promotion in the contest.
  • Exhibition aid: direct concession aid for owners of cinema exhibition halls for the development of their activity to disseminate cultural activity.

These grants are established as direct support for movie theaters so that they remain open and citizens do not lose the habit of accessing a varied cultural offer, guaranteeing the presence of community cinema programming.

  • Aid to laboratories and incubators of audiovisual projects:single call aid assigned to the PRTR and financed with Next Generation funds from the European Union, aimed at promoting initiatives aimed at increasing the professionalization of the creation and development of audiovisual projects, through the acquisition of entrepreneurial skills, awareness of the importance of marketing, promotion and audience creation, and the structuring of networks within the audiovisual sector.

The General Subdirectorate of Promotion of Cultural Industries and Patronage, a unit dependent on the Ministry of Culture and Sports, works on the design of policies for the development and promotion of cultural industries, as well as the participation of society in the processes of cultural creation and revitalization. It offers two lines of aid of interest to the Spanish audiovisual sector:

ICEX Spain Exportation and Investment is a national public business entity, dependent on the Ministry of Industry, Commerce and Tourism, whose mission is to promote the internationalization of Spanish companies and the promotion of foreign investment. In particular, Audiovisual from Spain is an ICEX initiative in collaboration with the ICAA and other public and private organizations, dedicated to reporting on markets, tax incentives and co-productions with Spain.

Among the main services and aid offered by ICEX to the audiovisual sector are:

  • Coordination of the Spanish pavilions in international markets such as European Film Market, Marché du Film, Series Manía, etc.
  • Generation of promotional actions such as information guides and advertising campaigns in leading media aimed at producers, distributors and sales agents in the sector.

The Acción Cultural Española (AC/E) is an agency that orchestrates public support for the promotion of culture, both in Spain and overseas. Its aims include promoting Spain’s rich and plural artistic legacy and fostering the internationalisation of its most contemporary creative and culture sector.

The Program for the Internationalization of Spanish Culture (PICE) promotes and facilitates the international presence of the Spanish creative and cultural sector through two lines of support, of interest to creators and cultural entities linked to the audiovisual sector:

  • • PICE VISITORS allows international agents, influencers and planners from different areas of culture to gain first-hand knowledge of what Spain has to offer in their sector, in order to be able to incorporate it into their projects. Candidates can be proposed only by Spanish public institutions.
  • • PICE MOBILITY allows foreign cultural organisations to include Spanish artists and professionals in their projects and activities by receiving financial incentives. Candidates can be proposed only by foreign institutions.

European and Ibero-American Programs

El programa MEDIA of the European Union was born in 1991 to support the European audiovisual sector. Created to increase the competitiveness of European producers and distributors, since 2014 it has been a subprogram of Creative Europe and depends on the Executive Agency for Education, Audiovisual and Culture (EACEA).

The program has four delegations in our country, including the MEDIA Spain Office, a cultural foundation that informs, guides and advises professionals in the audiovisual sector throughout Spain on the program (except Andalusia, Catalonia and the Basque Country, which have their own offices).

Eurimages is a fund to support European cinema established in 1989 by the Council of Europe. In addition to carrying out promotional and collaborative actions at festivals, awards and laboratories, and having a program to fight for gender equality in the European audiovisual sector, it has 3 lines of aid to companies in the sector:

  • Support for the co-production of fiction, animation or documentary feature films. Aimed at projects produced between companies from two or more Member States, the aid is articulated in the form of a soft loan to be repaid based on the benefits generated by the project in its commercial journey.
  • Support for the distribution of projects from companies in countries that do not have access to Creative Europe – Media distribution aid.
  • Support for the exhibition of projects by companies from countries that do not have access to Creative Europe – Media distribution aid.

Ibermedia is a program to encourage the development, training and co-production of fiction films and documentaries. Launched by the Conference of Audiovisual and Cinematographic Authorities of Ibero-America (CAACI) ) in 1998, its mission is to work for the creation of an Ibero-American audiovisual space through financial aid and through calls that are open to all independent film producers. from the member countries of Latin America, Spain, Portugal and Italy.
